Professor Mérouane Debbah Named among 2026 Business Today Middle East AI 50 List for Driving Innovation in Artificial Intelligence

Inclusion Reflects Prof. Debbah’s Instrumental Role in Advancing AI, Next-Gen Communications, and UAE’s Digital Transformation Agenda

 

Professor Mérouane Debbah, Founding Senior Director, Khalifa University Digital Future Institute, has been named among the Business Today Middle East AI 50 for 2026, recognizing the region’s most influential leaders driving artificial intelligence innovation.

 

The AI 50 list highlights leaders shaping the Middle East’s transition into a global AI powerhouse, spanning policymakers, researchers, and industry pioneers. Prof. Debbah’s inclusion reflects his instrumental role in advancing AI, next-generation communications, and the UAE’s digital transformation agenda.

 

Professor Debbah leads transformative AI initiatives that have contributed the UAE’s global standing in artificial intelligence. These include leading the development of NOOR – one of the largest Arabic AI models at launch, driving the creation of Falcon LLM – a top-ranked open-source generative AI model, and accelerating open AI innovation. He has also pioneered TelecomGPT, the first domain-specific large language model tailored to telecommunications, a model now used by major stakeholders in the industry which further bridges AI and network engineering.

 

Globally recognized for combining fundamental research with real-world impact, Prof. Debbah has an extensive innovation portfolio that includes more than 100 patents spanning telecommunications, artificial intelligence, and advanced network architectures. These patents contribute to breakthrough technologies in wireless systems, distributed AI, and intelligent infrastructure, supporting the evolution of data-driven economies and connected ecosystems.

 

Professor Debbah‘s research excellence is further underscored by over 50 IEEE Best Paper Awards, and more than 100,000 global citations, reflecting widespread academic and industrial influence.

 

Prof Debbah said: “This recognition by Business Today Middle East AI 50 for 2026 highlights the growing role of the Middle East in shaping the global AI landscape. I am honored to receive this recognition, but it also reflects the collective efforts of outstanding colleagues, researchers and students whom I have the privilege of working with at Khalifa University. The University’s collaborative environment and commitment to advancing technologies that integrate intelligence, connectivity and human-centered design continue to inspire research that creates meaningful impact.” 

 

A leading authority in telecommunications, Prof. Debbah has been central to the development of multiple generations of wireless technologies, from 4G and 5G to emerging 6G paradigms. He is the Founding Senior Director of the Digital Future Institute, where he leads efforts in the filed of AI, cybersecurity, telecommunication and robotics. Prof. Debbah is also in charge of the national UAE 6G committee R&D group with the mandate to conduct scientific studies, and develop technical standards and specifications for 6G.  

 

His vision for 6G goes beyond connectivity, and focuses on AI-driven network intelligence, Integration of Large Language Models into communication systems, as well as the Development of Large Perceptive Models (LPMs) that combine IoT data, real-time optimization, and human-centric interaction. 

 

Ranked as the top scientist in France in Electronics and Electrical Engineering, Prof. Debbah is also the Chair of the IEEE Generative AI in Telecom (GenAINet) Initiative. He has fellowships with leading organizations such as IEEE, Eurasip, Asia-Pacific Artificial Intelligence Association (AAIA), and Wireless World Research Forum (WWRF).
