Brief Description

The Director of Procurement and Contracts is responsible for providing the leadership required for the department to support the delivery of the University’s mission and vision by ensuring process integrity and provision of best value access to acquire third-party supplied goods and services. They are responsible for overseeing special projects, as well as establishing strategic plans and budgets for the department, and directing and supervising the procurement of the University’s required supplies including the supervision of the day-to-day operations.

Detailed Description
  • Undertake, lead, and analyze strategic sourcing activities for medium to high complexity categories, for significant spend allocation and develop project plans for the implementation of the full sourcing process
  • Drive the process of analysis and evaluation to produce monthly summaries of purchasing activities, costs, and capital expenditures, and investigate variances from the set budget
  • Exercise financial authority on procurement activities and ensure thorough coordination with the Finance Department for making timely payments to vendors and suppliers as per contractual agreements and the approved Authority Matrix
  • Establish and maintain relationships with vendors, suppliers, and procurement representatives in order to source the best third parties in line with value, quality standards, and end-user requirements
  • Liaise with academic and administrative departmental personnel for the procurement of required goods and services to support current and new academic programs and administrative needs
  • Administer all Procurement and Contracts policies & procedures to ensure that they are followed and adhere to includes interface with internal audit, and counseling with the legal department for compliance
  • Identify potential new sources of service providers or alternative materials, prices, and equipment to ensure the optimum utilization of the University’s resources
  • Lead the negotiation with suppliers or vendors for high value and sensitive contracts
  • Review, approve, and maintain all contracts securely and confidentiality within the department, ensuring adherence to terms and conditions throughout the University in coordination with the General Counsel
  • Ensure organizational compliance regarding all aspects of contracting and procurement
  • Identify and promote the implementation of areas of best practice and research in all areas of contracting and procurement
  • Ensure adherence to the University’s information security policies and procedures, and report breaches or other security risks accordingly
  • Ensure coordination with other departments to facilitate the accomplishment of tasks and responsibilities, as and when needed
  • Perform any other tasks assigned by Line Manager
Job Requirements

Required Qualifications

  • Bachelor’s degree in Business Administration or any other related field
  • Relevant certificates such as CPM or CPP are an advantage

Required Experience

  • A minimum of 14 years of experience directly related to the duties and responsibilities specified, of which 5 years should have been in a Senior Managerial position, preferably in higher education
